This study developed the HUE Language Proficiency (HUELP) Database, a quantitative profile of students' foreign language acquisition at Hiroshima University of Economics, for use in curriculum design, material selection, and evaluation of curriculum reform. The database included a CEFR-based Can-do Questionnaire (HUECDQ), vocabulary size tests, and external English test scores collected in 2012 and 2013. Students' self-assessments correlated strongly with their test results. Based on two scales, "able" and "willing," students were divided into three groups, with proficiency levels ranging from Eiken Grade 5 to Grade 2.
