This study conducted a needs analysis of Japanese university students participating in the Hiroshima-Hawaii Cultural Exchange Project to inform the development of a task-based English curriculum. Based on 22 stakeholder interviews and a questionnaire, 10 target tasks were identified. Students prioritized practical tasks, such as using public transportation and making okonomiyaki, whereas faculty members emphasized fundamental tasks, such as self-introductions and small talk. Task priorities also differed depending on whether students had previously visited Hawaii.
